Nope. It’s a very expensive thing to do. If the drive has crashed, there’s a small chance that putting it in the freezer for a while might allow it to work for a short time before giving up. But make sure you put it in a bag to avoid getting it wet!
If the external hard drive has just stopped working, there’s a chance that putting it inside a computer might work, since the problem might be with the USB controller on the drive enclosure. Connecting it with IDE or SATA would avoid that problem. Even if it doesn’t work inside the computer you can run specialised diagnostic software on it that way, usually from a boot up disk from the drive supplier – Samsung / Seagate / Maxtor etc.
